How to Promote Stakeholder Ownership


So besides the normal approval of requirements, specifications or test plans, what should the stakeholder be taking ownership of? I believe we have all been in a situation where we are responsible for conducting an elicitation workshop and as we know one of the elicitation tasks is preparation. When the facilitator of a meeting or workshop neglects to prepare properly, the outcome is doomed from the start, but this is true for the participants as well. Participants should come to a meeting or workshop fully prepared, but unfortunately not a lot is done to enforce this.

If you have facilitated more than one session, you have most probably heard somebody say ?since you are the experts you should be telling us what to do,? and this normally comes from the participant who arrives with only his mobile phone. Although there is some truth in this statement, it is too often used as an easy way out of doing anything or for taking responsibility. The ?tell us what we don?t know? is used as plan B whenever the stakeholder has neglected to deliver on plan A, which is to prepare.

Just like making a child eat their vegetables, there are ways to make the stakeholder take responsibility, but as with the former it is never easy and could lead to tears. This is part facilitation skill, part stakeholder management and part psychology. This is the how-to guide to getting your stakeholders to take responsibility.

  • Start driving home the message well ahead of time. Don?t wait for the last minute but remind participants of their responsibility to come prepared two or more weeks in advance. It is always a good idea to include anything that they should be bringing to the table in the agenda, which by the way should also be distributed early.

  • Ensure that any presentation material is distributed with instructions on what needs to be done, i.e., homework.

  • Make sure the agenda has a clear set of objectives, something that stakeholders can think about but also that is of particular value to them. You want to ensure there is a sense of anticipation, i.e., ?they are going to be discussing this and I?m not being left out.?

  • Get to know your stakeholders, that way you can talk to them, ensuring they have a sense of ownership. Throwing a general statement out there has its place, but nothing says ?you own this? more than looking somebody in the eyes when addressing an issue.

  • Actively engage the stakeholders to make some verbal commitments. One of the outcomes of any meeting or workshop is an action list, but getting verbal agreement from a stakeholder in front of his peers always provides an ?Oh #$#@# now I am responsible? moment.

  • Make it about them. We all know that is why we do it, but in many cases stakeholders attend sessions because they were told to, and there is nothing worse than dealing with a stakeholder who did not buy into the idea. If they feel you are there to try to add value to the function (and not just because it is a contract deliverable), you might be surprised how they open up.

But the old adage ?you cannot satisfy everybody all the time? remains true. There are times that stakeholders will arrive with the gusto of a sloth on his way to his afternoon sleep and remain like this throughout, but there are always opportunities where you can awaken the beast and as a facilitator this is part of what you should be looking for.

The most important and powerful tool you have to mitigate this type of behaviour is?YOU! When stakeholders say that we [BAs] are the experts and should be guiding them, they are 100% correct. If we cannot do this then we have no place standing in front of the customer. To manage your stakeholder effectively, you need to do so from a position of authority. Contrary to popular belief, availability is NOT a skill and nothing annoys and breaks down trust quicker than a placeholder, so if you see this coming your way, run!

Have I mentioned the cold showers?? Last night I finally found the magic touch that makes the water warm instead of cold.? Twice I took showers in water warmer than my cold hands, but cooler than the rest of my body!? It?s a great motivator to be quick, but not comfortable, especially if one is washing hair.? Somehow I got it right last night and had a quick, but wonderfully comfortable shower.? It is humid here in Shanghai, so any exertion results in lots of drippy sweat.

And speaking of exertion takes us to the Automotive History Museum ? You know how in America all car lots are at the edge of town (cheaper real estate and all that)?? Well, guess where the Shanghai Automotive History Museum is?? That?s right; it?s at the edge of town with all the car factories and sales floors.? For Shanghai, the edge of town is at the end of the newest subway line (No. 11), just past Shanghai Automotive City.? It took us about an hour and a half to go from my hotel to that subway station.? Then we walked about 2 km to the actual museum.

It is a really new place, built in 2007, and Gloria and I were the only visitors.? If we had made any noise, I?m sure it would have echoed back and forth against the walls for several minutes.? Consisting of five floors, only the first three floors contained exhibits.? The children?s exhibit had really hands-on fun for kids:? video games of driving cars, touchable engines, explanations of tire treads, and much more.? Floors 1 and 2 contained a wide variety of antique, modern, and futuristic cars, including racecars.

The first exhibition was a timeline of the development of transportation.? There, tucked in with other, larger placards and displays was an artist?s rendering of the ?Ming Sheng? truck, designed by my father and built by the Chinese at the Liao Ning Trench Mortar Arsenal, completed May 31, 1931.? A man is standing beside the truck with the face of Zhang Xueliang and (I would swear) the body of Li Yichun.? J? It was a drawing, not a photograph.

We did manage to meet the director, a very young man who was not even sure of the Ming Sheng display, but went to research an article on it.? We showed him printouts of the celebration at the factory in June 1931 and offered to send him copies.? He seemed to think it would be okay, but did not display much enthusiasm.? After the warm reception I received from Professor Wu, I was somewhat disappointed in this gentleman?s attitude, but there could have been many reasons for that.? At least I can send him the photos.? Maybe someone there will care.

Gloria and I walked back toward the subway and had lunch (another feast of tasty dishes, including rice and pork porridge, buns, chicken feet, little steamed bao with shrimp, and a crunchy bread roll in a rice flower wrap.? Then we boarded the subway for the ride back.? Interestingly enough, the subway actually is an above-ground train at the far end of the line so I could see a little bit of countryside (with trees) and several of the car manufacturing facilities, not to mention the huge high-rises going up.? The factories did not look much different than those one sees in South Bend, Indiana, or Detroit, Michigan.? We rode to Xin Tian Di to begin our evening explorations.

What does the landscape look like?

The marketing landscape is cluttered.? Just look at any of the Lumascape diagrams (here is their one for social) and we're astounded by the sheer numbers of players involved and thus the complexity of it all.?? A spate or recent discussions about partnerships, competition, positioning, and offerings all led for the need to put some sort of structure together that covered the major types of players as well as their respective offerings as it relates to direct-to-consumer marketing.??

Here's a synopsis of where we ended up...


The offerings were divided into consulting versus implementation and the players were allocated to one of four types.
  • Management Consulting - focused on crafting unique solutions based on a practice
  • Business Consulting - delivering the infrastructure, including organizational, to execute
  • Agency, Boutique Firms - charged with taking a brief and transforming it into campaigns
  • Platform Providers - providing the execution and tracking tools
Now it is clear that a given company may span up and over in order to grow and increase its own value proposition, e.g. enterprise platforms adding professional services.? And it is likely that start-ups will look at one of the deliverables from a fresh perspective as a way to define their white space.?

The implication is one needs to understand the core business itself when looking at a company from the outside, either as a potential client or a competitor/partner.? Depending on the frame of reference, there will be trade-offs and distinctive points-of-view. ? Certain options provide unique or exclusive solutions while others provide economies of scale.??

A doting dad who showered his teenage daughter with thousands of pounds worth of luxuries has been spared jail after she begged a judge to free him.

Harby Panesar's company went bust after he lavished a fortune on daughter, Anysha, who is now 19, so she could live her teenage dreams.

He spent ?20,000 on a Super Sweet 16 birthday party where Tulisa performed, with a personal video from Hollywood star Nicole Kidman as part of a Moulin Rouge-themed party.

He bought his daughter a Gucci handbag for her birthday, along with a ?1,500 personalised mobile phone and a pair of ?400 sunglasses.

The 45-year-old then bankrolled her dream to be a top teenage model and beauty queen, and she went on to be crowned America's Perfect Teen, becoming the first international cover girl on SuperModels magazine.

But he got into so much debt, his finance business collapsed. He was warned by the courts not to set up another business ? but he defied the orders and was caught and sentenced to nine months in prison.

However, the Appeal Court released the father after Anysha wrote to the judge. Lord Justice Rix allowed the appeal at the Civil Appeal Court and suspended his sentence for two years.

The court was told that he is now 'far removed from his once luxurious life' - and is 'financially ruined and bankrupt.'

Lord Rix said: "The public interest will be sufficiently vindicated by suspending the term."

Panesar made his money through his insurance company Motorcare Warranties which has collapsed.

An investigation by the Financial Services Authority found that the company left a trail of victims whose motor insurance policies were worthless.

A bankruptcy hearing in the High Court banned Panesar from setting up a new business. But Panesar was found in contempt of court by launching up a new insurance company called Motorcare Warranties.

Panesar, 45, and his wife Caroline, 43, now face losing their luxury ?500,000 home and their six-acre estate in the Vale of Glamorgan.

SACRAMENTO (CBS / AP) ? Campbell Soup Co. is closing two U.S. plants and cutting more than 700 jobs as it looks to trim costs amid declining consumption of its canned soups.

The world?s largest soup maker said Thursday that it will close a plant in Sacramento that has about 700 full-time workers. The plant, which makes soups, sauces and beverages, was built in 1947 and is the company?s oldest in the country. That also means it has the highest production costs of Campbell?s four U.S. soup plants.

Campbell also plans to shutter a spice plant in South Plainfield, N.J. that has 27 employees. Production will be shifted to the company?s other spice plant in Milwaukee.

Employees at the two closing plants were notified that there would be a meeting at 6 a.m. local time Thursday; about 400 workers showed up in California, where they were told of the closure.

?It?s always difficult, even when there?s a business case that is compelling,? said Anthony Sanzio, a Campbell spokesman. ?You?re dealing with people, and this is going to impact 700 employees who?ve worked together closely for many years.?

CEO Denise Morrison, who was been on the job for about a year, was not present at the meeting.

The announcement comes as Campbell looks to freshen up its image with dozens of new soup flavors and sauces intended to lure younger consumers. Many of the new products come in pouches designed to convey a fresher feel, rather than the iconic steel cans that have long defined the company.

Those new pouches are manufactured with another party and are not made at Campbell?s soup plants.

Although Campbell makes other products such Pepperidge Farm baked goods and V8 vegetable juices, soups account for half its revenue. And the Camden, N.J.-based company has struggled to fix the soup unit.

Over the past decade, overall canned soup consumption is down 13 percent, according to the research firm Euromonitor International, as fresh soups have become more widely available at supermarkets and restaurants. Campbell?s share of the market has also declined to 53 percent, down from 67 percent a decade earlier.

To expand into products with more growth potential, Campbell this summer purchased Bolthouse Farms in a $1.55 billion cash deal. The company says the move will help it stake a claim in the fresh packaged food category, which is growing at a faster clip than the broader packaged food market.

Campbell Soup has about 19,900 employees globally. The company said the California plant is expected to close by July 2013 and the New Jersey plant by March 2013.

The company expects the closings to result in about $115 million in pre-tax costs. Its actions will also require about $27 million in capital spending.

Annual savings are predicted to be about $30 million starting in fiscal 2016.

Shares of Campbell fell 11 cents to close at $34.75 Thursday.

Crisis Intervention Service
Background Information
In the ten Local Health Offices that compromise the former EHRA
(Eastern Health Board) Region the Crisis Intervention Service (CIS)
provides an out of hours emergency social work service to young people
aged under 18 years who are in crisis. The service was established in
1992 and originally responded to young people between the ages of 12
and 18 years. Since 2005 the CIS was expanded to include all children
up to the age of 18 years.

The service is compromised of:

- A day Social Work Team.

- An Emergency Social Work Service which is available from Monday to
Sunday between 6.00p.m. and 6.00a.m. and each Saturday/Sunday and
Public Holiday from 9.00a.m. to 5.00p.m. all year round.

- A Night Reception Centre which is provided in Lefroy House for young
people who regularly present to the Out of Hours service. The service
is available from 5.00p.m. to 11.00p.m. and provides one to one
support with meals and showers for young people. This service is also
available to young people who are not availing of the Out of Hours
service.

- Emergency Foster Care Families who are available to provide a place
of safety as required for three nights for children under the age of
12 years of age.

- Seven emergency residential beds available on a night by night basis
at Lefroy House, Eden Quay for young people aged between 12 to 17
years of age.

- One emergency residential bed available on a night by night basis at
Sherrard House Residential Unit, North Circular Road for young girls
aged between 12 to 17 years of age.

- Four emergency beds available for a period of two weeks with CIS
designated Foster Care/Supported Lodgings for young people aged
between 12 to 17 years of age.

- The Crisis Intervention Service Partnership (CISP) which is an
Outreach Service in partnership between the Health Service Executive
and Focus Ireland. It was developed to ensure that there is a
comprehensive range of services available to support young people out
of home or availing of emergency accommodation. The CISP team is
available 9.00am to 5.00pm Monday to Friday. The Partnership works
with the local area social work teams to monitor the risk and welfare
of the young person while out of home. The Partnership is the internal
co-ordinator within the CIS services to ensure that there is overall
capacity within the service so that it can respond to ongoing demands.
The service works up individual plans with each young person designed
to ensure their welfare is being monitored, and that they are linked
with the appropriate supports. The service works closely with Focus
Ireland Outreach to provide out of hours supports pending placement in
emergency accommodation.

Referrals are received to the Crisis Intervention Service by telephone
from service providers working at night, for example An Garda
Siochana, Hospitals, Ambulance Services. Referrals are accepted in
relation to:

-? Concerns regarding the immediate welfare of children.

-? Young people in crisis seeking emergency accommodation.

- Young people who are identified by the Garda National Immigration
Bureau as separated children seeking asylum.

The Out of Hours is an intervention service and provides an emergency
response at night. All details of contacts with children are passed to
the local social work team by the start of the working day. The local
social work team are the case managers and will follow up on any
further assessments or interventions necessary.

The remit of the Crisis Intervention Service is to respond to crisis
situations whereby a child or young person requires immediate
placement, either due to child protection concerns, where there is a
breakdown in family relationships, placement breakdowns or due to
accommodation issues. CIS aims to prevent children or young people
from having to access emergency care unnecessarily. Where it is
appropriate, CIS tries to place children or young people with
alternative family members or friends or mediate between
children/young people and parents where there is a breakdown in family
relations. The Crisis Intervention Service put a significant amount of
effort into ensuring that placing a child or young person within
emergency residential units or foster care is a last resort.

Summary of Admissions to Crisis Intervention Service 2011
During the year 2011, the total number of children who were
accommodated in CIS emergency placements was 288. This figure relates
to 109 children aged 12 years and under and 179 young people aged
12-17 years.

The breakdown for reasons for admission for both age categories is
outlined below.

During the 1st and 2nd quarter of 2012, a total of 141 children/young
people were referred to the CIS for emergency accommodation.

Between January-June 2012, 48 individual children aged 12 years and
younger were placed in CIS emergency foster placements. The reasons
for admissions/referrals are outlined below.

Conclusion:

-? As demonstrated in the above tables, the majority of referrals to
CIS emergency accommodation for young people aged 12-17 years of age
relate to family relationship breakdowns. This phrase relates to
situations whereby a parent/guardian is stating that they are refusing
to have their child return to the family home due to the young person
engaging in anti-social behaviour such as being under the influence of
substances unknown, being aggressive and involved in criminalised
behaviour.

- The young person is in need of immediate accommodation on the night
due to the parent/guardian?s decision not to let them return to their
home; so technically while are they are in need of emergency
accommodation, the young person and their parents are not presenting
as ?homeless? as their parents/guardians have a place of residency,
but are refusing access to their child. The CIS is clear that when
young people are presenting in such circumstances or where the primary
referral reason is that they are in need of accommodation due to other
factors that are not related to being ?homeless? they are classified
as either ?seeking accommodation? or ?family relationship breakdown?.

- The CIS is aware that the referencing of young people as ?seeking
accommodation? due to relationship/placement breakdowns is open to
differential interpretation.

- Where there is a young person whose primary reason for referral to
CIS is because they and their parents/guardians are homeless; they
have no accommodation or home address, then they are classified as
homeless in CIS statistics.

- No children aged 12 years of age and under have been referred to the
CIS during 2011 and so far during 2012 due to homelessness

'I'm bored!' -- Research on attention sheds light on the unengaged mind

ScienceDaily (Sep. 26, 2012) ? You're waiting in the reception area of your doctor's office. The magazines are uninteresting. The pictures on the wall are dull. The second hand on the wall clock moves so excruciatingly slowly that you're sure it must be broken. You feel depleted and irritated about being stuck in this seemingly endless moment. You want to be engaged by something -- anything -- when a thought, so familiar from childhood, comes to mind: "I'm bored!"

Although boredom is often seen as a trivial and temporary discomfort that can be alleviated by a simple change in circumstances, it can also be a chronic and pervasive stressor that can have significant consequences for health and well-being.

Boredom at work may cause serious accidents when safety depends on continuous vigilance, as in medical monitoring or long-haul truck driving. On a behavioral level, boredom has been linked with problems with impulse control, leading to overeating and binge eating, drug and alcohol abuse, and problem gambling. Boredom has even been associated with mortality, lending grim weight to the popular phrase "bored to death."

Although it's clear that boredom can be a serious problem, the scientific study of boredom remains an obscure niche of research, and boredom itself is still poorly understood. Even though it's a common experience, boredom hasn't been clearly defined within the scientific community.

Psychological scientist John Eastwood of York University (Ontario, Canada) and colleagues at the University of Guelph and the University of Waterloo wanted to understand the mental processes that underlie our feelings of boredom in order to create a precise definition of boredom that can be applied across a variety of theoretical frameworks. Their new article, which brings together existing research on attention and boredom, is published in the September 2012 issue of Perspectives on Psychological Science, a journal of the Association for Psychological Science.

Drawing from research across many areas of psychological science and neuroscience, Eastwood and colleagues define boredom as "an aversive state of wanting, but being unable, to engage in satisfying activity," which arises from failures in one of the brain's attention networks.

Specifically, we're bored when:

  • We have difficulty paying attention to the internal information (e.g., thoughts or feelings) or external information (e.g., environmental stimuli) required for participating in satisfying activity
  • We're aware of the fact that we're having difficulty paying attention
  • We believe that the environment is responsible for our aversive state (e.g., "this task is boring," "there is nothing to do").

The researchers are confident that integrating the disparate fields of cognitive neuroscience, social psychology, and clinical psychology will produce a more thorough understanding of boredom and attention -- phenomena which are ubiquitous and intimately linked.

Armed with a precise and broadly applicable definition of boredom that gets at the underlying mental processes, the authors identify important next steps in research on boredom. Eastwood and his colleagues hope to help in the discovery and development of new strategies that ease the problems of boredom sufferers and address the potential dangers of cognitive errors that are often associated with boredom.

CARSON CITY ? U.S. Sen. Dean Heller today said online gaming legislation critical to the future of Nevada?s economy should be removed from the world of politics so partisan fights don?t ?poison the water? for the bill?s future in Congress.

Heller, interviewed on the Nevada NewsMakers television program, said the legislation is too important to be subjected to political fights between himself and Senate Majority Leader Harry Reid between now and the Nov. 6 general election.

Reid earlier this month blamed Heller for failing to line up Republican support in the Senate for the measure.

Heller, R-Nev., is locked in a fierce battle with Rep. Shelley Berkley, D-Nev., to retain his Senate seat.

?So I believe at the end of the day, we?ll have the 10-15 (GOP) votes that we?re going to need in order to get a bill like this passed,? Heller said. ?But we don?t need the politics playing in it today. And we don?t need to poison the water on this also.

?Let?s get the politics out of this,? he said. ?Let?s put an important issue like Internet poker to the sidelines during this campaign because it isn?t helping the process. And unfortunately in this case, the process is just as important as the bill itself.?

Heller predicted that after the election, he and Reid will again work together on the Internet poker bill.

?The Internet poker bill was never going to pass before the election,? he said. ?It?s going to happen. And I?m still committed, as is Sen. Reid, to get a bill passed.

?When this is all said and done, both sides are going to come together and say, ?OK, let?s do what?s best for Nevada,? ? Heller said.

Berkley also criticized Heller on the online gaming issue in a statement released earlier this month: ?Once again, Senator Dean Heller has failed to deliver for Nevada?s hardworking families who were counting on online poker legislation to boost the state?s struggling economy and to create thousands of good paying jobs.

?Perhaps Senator Heller shouldn?t have spent so much time cozying up to Wall Street special interests by protecting tax breaks for corporations that ship American jobs overseas and more time doing what Nevada families expect of their elected leaders: putting people back to work,? she said.

During the interview, Heller also criticized Berkley for not spending more time in Northern Nevada in her Senate race, including failing to make any recent appearances on the NewsMakers program. Her last appearance was on Feb. 1, 2011.

?Well, as much time as I spend in Southern Nevada I think she should be spending some time up here in Northern Nevada,? he said.

Berkley has made several campaign appearances in Northern and rural Nevada, including stops in Churchill County over the Labor Day weekend. She also attended an event in Reno on Saturday.

When asked about Berkley?s ongoing ethics problems regarding the preservation of a kidney transplant program in Southern Nevada and whether her actions inappropriately benefited her physician husband, Heller did not hesitate to weigh in.

?She was ethically challenged before,? he said. ?She was counsel, she was a lawyer, and she told her boss at this point that you?ve got to buy off county commissioners, you?ve got to buy off judges, you?ve got to hire their children into your business in order to get favorable treatment from those judges and from those county commissioners.

?Now she?s in the United States Congress and her activity hasn?t changed,? Heller said.

Heller was referencing a memo written by Berkley to her then Las Vegas Sands Inc. boss Sheldon Adelson that first surfaced in 1998 during her first bid for Congress. The memo has been the subject of a political ad critical of Berkley in her Senate race.

In response to the Crossroads GPS ad, the Berkley campaign told the Las Vegas Review-Journal in August that the episode was old news and has been overshadowed by Berkley winning re-election six times.

?Leave it to George W. Bush?s political director, Karl Rove, to dredge up something from two decades ago that voters made a judgment on during Shelley?s very first campaign for Congress,? campaign spokeswoman Xochitl Hinojosa, told the newspaper.

In the NewsMakers interview, Heller described her activities when working for Adelson as ?trying to bribe judges and county commissioners? and the current controversy as ?lining her own pockets as a member of the United States Congress.?

Heller was asked why he accepted $10,000 from Republican Sen. David Vitter, R-La., who is on Citizens for Responsibility and Ethics in Washington?s annual list of the ?most corrupt members? of Congress as is Berkley with a ?dishonorable mention? for a second year in a row.

Heller sidestepped the question, responding by saying, ?how hard do you have to work to be on the most corrupt list two years in a row??

(AP) ? When businesswoman Ren Hong flew home after a recent trip to Beijing on state-owned Air China, she was hoping for a decent inflight meal to tide her over until she got back to the spicy cuisine of her native Sichuan province.

The airline's meager offering, which was little more than "just bread," was a galling experience for Ren who wondered why the carrier didn't cut both the pretense of full service and the price of the ticket.

Her gripe highlights how Chinese travelers have been left out of the massive budget airline boom that has swept Asia. From almost none a decade ago, the region now has more than 50 low cost carriers. The fast growth of no-frills airlines such as AirAsia and the slew of recent start-ups including Singapore's Scoot and AirAsia Japan underline surging demand in the region for affordable air travel. The rise of budget carriers in Asia follows similar expansion in Europe and North America in previous decades.

But in China, where the government still keeps tight control of the rapidly growing airline industry, three big state-owned carriers dominate. Aviation authorities' efforts to shield them, as well as keep the industry from growing too rapidly and compromising safety, mean travelers like Ren pay up to twice as much.

"I've found that flight tickets domestically sometimes are more expensive than the international ones due to monopolization and less competition," said Ren, a 37-year-old who runs an export business and also blogs about her travels in her spare time. Even for tickets on Shanghai-based Spring Airlines, considered China's only discount carrier, "their price is just as same as the big airlines" during high season, she said.

While Chinese travelers are benefiting from foreign budget airlines flying to some Chinese cities, analysts and consultants say government policy measures are preventing the domestic aviation market from opening up too quickly. China's domestic market is one of the biggest prizes in Asia's travel industry, with 264 million passengers last year, according to the Civil Aviation Authority of China, which forecasts the number will grow about six-fold by 2030.

"The domestic market in China has more or less remained a fortress," Xiaowen Fu, an aviation expert at Hong Kong Polytechnic University, said at a recent conference in Macau organized by the Sydney-based CAPA-Center for Aviation.

Like other essential industries in China, the policy measures are aimed at protecting the chosen few national champions from too much competition. China's three major state-owned airlines, Beijing-based Air China Ltd., Shanghai-based China Eastern Airlines Corp. and Guangzhou-based China Southern Airlines Ltd., carried 191 million passengers among them in 2011. But in the first half of 2012 their profits collapsed because of higher fuel prices and foreign currency losses. The rest of the market is divided between smaller state carriers ? some owned by the big three ? and a handful of private operators.

An unsurprising outcome of the cossetted state airline industry is a perpetual sense of grievance among travelers at poor service and lack of choice.

"The food on Chinese airlines is worse and more basic than it is on the international airlines," said 25-year-old Li Peng, who recently quit his job in Beijing to travel overseas for a year.

"And when the flight is delayed, I never get any feedback after my complaints. Many flights are delayed more than two hours" he said. "I do wish there were more budget airlines, especially in China," he said.

China's civil aviation policy hinders the country's budget airline industry in two ways, according to experts. First, it makes it almost impossible for a private company to start a new airline. Second, the policy limits growth by existing airlines, including state-run carriers, through measures including requiring approvals for new airplanes and routes.

For airlines operating in China, "they've got constraints whether it be on operating strategy, or what they're allowed to do at the airports, or how they're allowed to recruit pilots, or what the airport charges," said Con Korfiatis, director of Flight Ideas Consulting. "So the low-cost carrier explosion in China is still being constrained."

In contrast, discount airlines continue to spread their wings elsewhere in Asia. Three started flying in Japan this year, including Peach Aviation and local ventures from Malaysia's AirAsia and Australia's Jetstar. Also taking flight in 2012 were Singapore Airlines' Scoot, Thai Airways International's Thai Smile and AirAsia Philippines. Next year, Indonesia's Lion Air plans to start flights on Malindo Airways, a low-cost Malaysia operation, the company said earlier this month.

Even China Eastern Airlines Co. is joining in, although its low-cost carrier is a joint venture with Qantas subsidiary Jetstar that will be based in Hong Kong rather than mainland China.

The Civil Aviation Authority of China hinted in July that it would support budget airlines by loosening price controls. But director Li Jiaxiang stopped short of announcing any major policy reforms.

The measures aren't just aimed at China's private or discount carriers ? they also apply to China's state-owned carriers. Analysts say policies are designed to prevent unfettered growth. Authorities clamped down following a spell of supercharged growth during which the number of passengers expanded by 40 percent in 2003-2004. Such red-hot growth puts tremendous strain on pilots and infrastructure such as air traffic control and airports, especially on heavily congested air routes between major Chinese cities including Beijing, Shanghai and Guangzhou.

"The market is already growing at 11-16 percent domestically at average fares," said Mario Hardy, a vice president at research firm UBM Aviation. "Imagine if an AirAsia or a Spring was able tomorrow to lower that price by half. How many more people would be travelling?"

Hardy and other experts and industry insiders believe that Chinese authorities will allow the aviation market to open up gradually so that there's enough time to build up the required infrastructure. China is building 82 new airports and renovating 101 others in a five-year plan that runs until 2015.

"Otherwise it will be a mess," Hardy said. "It would be chaos."

Until then, travelers like Ren, the businesswoman and travel blogger, will have to put up with higher prices. Ren is thinking of going to India on her next trip but is disappointed with the limited options. She could fly with Air China at a cost of 4,000-5,000 yuan ($$635-$790) round trip. Or she could pay 2,000 yuan ($320) on AirAsia ? but she would need to change planes at AirAsia's home base in Malaysia.

"It's annoying," said Ren. But "life is not perfect and I have no choice. I could not ask for the flight to be both cheap and offer the perfect route."
