Texas: Tea Party favorite wins Republican nomination (+video)

Ted Cruz, the Tea Party favorite in a Texas Republican primary runoff for a vacant U.S. Senate seat, trounced his opponent Lieutenant Governor David Dewhurst on Tuesday. If he beats his Democratic challenger, Cruz will be the first Hispanic U.S. senator from Texas.?

To gain an advantage and draw voter interest, both Lt. Gov. David Dewhurst and former Texas Solicitor General Ted Cruz have increased combative rhetoric during the ten-week runoff period.

Cruz, 41, a former state solicitor general who has never held elected office, is the third insurgent Republican this year to defeat an establishment Republican in a U.S. Senate primary.

Dewhurst, 66, a wealthy businessman who had the support of top Texas Republicans, including Governor Rick Perry, started the race as the front-runner. But Cruz drew support from conservative stars like former Alaska Governor Sarah Palin and money from national conservative groups like the Club for Growth.

"Ted Cruz won because he clearly articulated the pro-growth message that Republican voters across the country have responded to," Club for Growth President Chris Chocola said in a statement. Club for Growth's political action committee spent $5.5 million to support Cruz, the organization said.

The Senate seat is being vacated by Republican Kay Bailey Hutchison. Cruz, whose father is from Cuba, would become the first Hispanic U.S. senator from Texas if he defeats the Democratic nominee in November. Texas has not elected a Democrat to statewide office since 1994.

The Texas Tribune also projected that Paul Sadler won the Democratic U.S. Senate primary runoff on Tuesday.

Dewhurst, who presides over the state Senate, spent $19 million of his own money on the race, his campaign said. The former state land commissioner has served in the U.S. Air Force and worked for the Central Intelligence Agency.

He dismissed Cruz as not having enough experience and running a campaign that depended on groups from outside Texas.

Cruz, a Houston lawyer, said Dewhurst is not conservative enough and compromised too much with Democrats in the state Senate.

Dewhurst received the most votes in a crowded field in the first round of the primary, but he did not secure the 50 percent plus one vote he needed to avoid a runoff with Cruz.

"So if you have willpower and can control your emotions and physically train you can be a champion," he said

By the age of 15, Amanda was traveling the world setting records at just about every competition.? An entire hallway in their home is dedicated to beautiful medals, plaques and pins- all mile markers in Amanda's amazing road to the Olympics.

Furrer coached his daughter until she reached the national level, now he only speaks up when she asks for his advice.

The Furrer's will fly to London Tuesday to watch Amanda compete on August 4th.

The opening ceremony for the 2012 Summer Games takes place tonight and Mitt Romney plans to be in the stadium to cheer on Team USA. But, since Romney arrived in England two days ago, the Brits haven't exactly been cheering for him. In an interview on Wednesday, Romney told NBC's Brian Williams that he found pre-Olympics security problems "disconcerting," and the British press and politicians evidently found his willingness to say so even more disconcerting. Romney indicated to reporters in London yesterday that he would be sticking to the "politics stops at the water's edge" rule when it comes to criticizing President Obama while overseas. The early reviews of his foreign trip might have been considerably different if he had used the same strategy for the Olympics.

    TWO DAYS LATER, ROMNEY'S 'CONVINCED': In an appearance on the "Today Show" this morning, Romney said that he was "absolutely convinced that London is ready. "It looks to me like London is ready," he said. "And of course, it is hard in a major metropolitan area and what they've done which I find so impressive is they take the venues and put them right in the city."

    LOL?: Britain's Minister for Sport and the Olympics, Hugh Robertson, in an interview last night on the BBC program, "Newsnight," broke out in laughter when asked - in jest - whether Mitt Romney would have anything to do with carrying the Olympic torch ahead of tonight's Olympics opening ceremonies. "Certainly not after today," Robertson, a Conservative Party member of Parliament, said while chuckling.

    MITT AND MUIR: ABC's David Muir will sit down with Mitt Romney in Israel this Sunday - the second stop on Romney's three country foreign trip. Portions of Muir's interview will air on "This Week with George Stephanopoulos" and on the Sunday edition of "World News with David Muir," which Muir will anchor from Israel as well as on ABCNews.com and OTUSNews.com. Muir interviewed Romney at the outset of the primary season in Iowa on December 9 and again on January 2. ABC's Diane Sawyer was the first anchor to interview Mitt and Ann Romney after he became the presumptive GOP nominee in April.

    THE NOTE

    LONDON - Say what you want about the British press, they certainly have a way with words.

    "Mitt the twit," reads this morning's headline in the country's national tabloid, The Sun. "Wannabe US President Romney in Games insult, but David Cameron insists: We'll show you."

    Although no one seriously believes that swing voters in Iowa, Ohio or any other battleground state care all that much about this week's "diplomatic spat" (as London's Daily Telegraph described it), Romney's gaffe really seems to have mucked things up for him on the opening leg of his foreign trip. http://abcn.ws/QlNVTF

    And it wasn't as if Romney was going out on a limb when he told NBC News earlier this week that "it's hard to know just how well" the Olympics would turn out. Security issues have been a major concern.

    The problem was equal parts message and messenger. After seven years of preparation, the Brits weren't exactly keen on getting a lecture from America's Republican presidential candidate - a fact that the head of the 2002 Salt Lake City games should have known.

    "We are holding an Olympic Games in one of the busiest, most active, bustling cities anywhere in the world," British Prime Minister David Cameron said yesterday. "Of course it's easier if you hold an Olympic Games in the middle of nowhere."

    Not long after Cameron's comments, Romney appeared outside 10 Downing Street predicting a "highly successful" Olympic games. Gone were his doubts from the day before.

    But the damage was already done, and Romney's day of gaffes culminated with London Mayor Boris Johnson's verbal smack down in front of a crowd of at least 60,000 in Hyde Park yesterday during the Olympic torch lighting ceremony.

    "There are some people who are coming from around the world who don't yet know about all the preparations we've done to get London ready in the last seven years," Johnson said. "I hear there's a guy - there's a guy called Mitt Romney - who wants to know whether we're ready. He wants to know whether we're ready. Are we ready?"

    The crowd screamed, "Yes!"

    Back stateside, the Democrats could not be happier with the way Romney's trip is turning out. Under the subject line, "OMG," the Democratic National Committee last night circulated nearly two dozen negative headlines in domestic and foreign news outlets. And this morning the DNC released a new web video reviewing some of that coverage titled, "#RomneyShambles."

    As the great Bard once wrote, all of this may be "much ado about nothing" - a momentary fixation by a British and American press corps hungry for more substance from Romney's foreign trip that the candidate and his campaign seem unwilling to offer. But if diplomacy were an Olympic sport, Romney would most certainly not be taking home the gold.

    NOTE IT!

    ABC's RICK KLEIN: We've triple-checked the math on this, and ABC News can confirm that the United Kingdom controls precisely zero electoral votes. But that's not to say Mitt Romney's rough start to his foreign trip hasn't come with a price. He gets only one chance to make an impression as a leader on the world stage, since he only has this one trip to make that impression. Americans tend not to like seeing their presidents become national punch lines in countries that are our friends. Perhaps more concerning for Romney long-term is the pattern he's falling into; ask John Kerry or Al Gore or George H. W. Bush what it's like once the press starts covering you as a gaffe machine waiting to produce results.

    ABC's DAVID MUIR TO MITT ROMNEY: ARE YOU STILL CONCERNED ABOUT THE OLYMPICS? After a meeting with British officials yesterday at 10 Downing Street, ABC's David Muir asked Mitt Romney whether he was "still concerned" about Olympics security issues and whether he talked to Prime Minister David Cameron about those concerns.

    ROMNEY: "We talked about the great progress that has been made in organizing the games. My experience as an Olympic organizer is that there are always a few very small things that end up going not quite right in the first day. Those get ironed out and then when the games themselves begin, and the athletes take over, all the mistakes the organizing committee - and I made a few of those - are overwhelmed by the many things that the athletes carry out that capture the spirit of the games. I don't know any Olympics that's ever been able to be run without any mistakes whatsoever. But they're small, and I was encouraged to see that something that could have represented a real challenge, which is immigration and customs officers on duty, that is something that's been resolved and people are all pulling together."

    PRIME MINISTER CAMERON: 'I FELT A VOTE OF CONFIDENCE' FROM ROMNEY: In an evening press conference outside of 10 Downing Street, Prime Minister David Cameron was asked about his meeting with Romney yesterday - specifically Romney's criticism that some of the preparations for the games were "disconcerting."

    REPORTER: "Did he apologize to you for his remarks?"

    CAMERON: "What Mitt Romney said to me is that he thought it looked extremely well organized. The venues looked good, the country is well prepared. He ran a successful Olympic Games in his own country and I think he's very much looking forward to seeing some of the events here. So, I felt a vote of confidence from what he said. Because I think he can see - as everyone can see - this is going to be a fantastic Olympic Games here in London."

    OBAMA'S OLYMPIC PLAY. ABC's Mary Bruce and Devin Dwyer note that President Obama's re-election campaign is releasing a new television ad to run during tonight's opening ceremony of the Olympic Games. In the ad, entitled "I Believe," President Obama makes his case for "middle out" economics using clips from the speech in which he delivered the now infamous "you didn't build that" line. "We're a nation of workers and doers and dreamers. We work hard for what we get and all we ask for is that our hard work pays off," the president's voice is heard as shots of Americana are seen on the screen."I believe that the way you grow the economy is from the middle out.     OLYMPIC COMMITTEE ON POLITICS: CEASE AND DESIST: ABC's Jake Tapper reports that the U.S. Olympic committee told the pro-Obama super PAC, Priorities USA Action, to pull down an attack ad against Mitt Romney using footage from the 2002 Olympics. "The Olympic Games are a celebration of friendship, excellence and respect," said U.S. Olympic Committee spokesperson Patrick Sandusky. "While we are absolutely confident that neither presidential candidate nor campaign has participated in the production or distribution of these negative ads, the attacks, using Olympic themes and images, need to stop. http://abcn.ws/NYmjkB However, Tapper reports, it didn't end there. Later in the day, the committee said that their message pertained to all ads. A source on the U.S. Olympic Committee tells ABC News that if there are political ads out there with Olympic footage in them, the committee will ask all candidates to stop using them and will ask YouTube to take them down. When Mitt Romney's nephew pitched the idea of having his start-up Utah commodities firm help make the 2002 Winter Olympics more environmental friendly, officials with the Salt Lake Organizing Committee jumped at the prospect, ABC's Matthew Mosk and Lynn Packer report. The Olympic organizers were looking for low-cost ways to go green and Ryan Davies offered his company's services for free, hoping a contract with the vaunted sporting event would be a marketing boon for his fledgling company, called 02 Blue, Inc.     Auto Enthusiastic!: How much CO2 is emitted to charge an EV?

    Electric vehicles (EVs) are being given an energy consumption rating called MPGe (miles per gallon equivalent) by the EPA. This is so that consumers can easily compare the energy efficiency of these vehicles with conventional vehicles powered by gasoline or diesel.?

    EVs are about 4 times more energy efficient than conventional vehicles ? in other words, they run on 25% of the energy needed by a gasoline powered car.





    But, what about CO2 emissions? ?How much CO2 is emitted to produce the electricity used to charge an EV? You might think that it is 4 times less, since they are about 4 times more fuel efficient ? but it?s not so. Here?s why I say that:

    MPGe explained

    Miles per gallon gasoline equivalent (MPGe) is the energy consumption of hybrid and electric vehicles expressed as miles per US gallon. The EPA calculates the MPGe based on: (a) one gallon of gasoline being equivalent to 33.7 kWh of electricity, (b) the energy consumed by a vehicle during five standard drive cycle tests (the 5 cycle test) which simulates varying driving conditions. (For more info see EPA Car Label FAQs)

    For example, an electric vehicle that uses 33.7 kilowatt-hours to drive 100 miles will use the energy equivalent of one gallon of gasoline and, therefore, would have an MPGe of 100 miles per gallon of gasoline equivalent.

    Co2 emissions

    (Please bear in mind that the following calculations are based on approximate figures)

    On average, 44 pounds of CO2 is emitted when producing 33.7 kWh of energy at a power plant. An EV typically will travel about 95 miles on 33.7 kWh of energy, which means than the typical EV is responsible for about 0.463 lbs of CO2 per mile (44 divided by 95).

    In contrast, gasoline emits about?19.4 pounds of CO2 per gallon consumed. The average MPG of new vehicles in the US in 2012 is 24, so the average car would emit about 0.808 lbs of CO2 (24 divided by 19.4).

    Therefore, supplying an EV with electricity results in roughly 57% of the emissions of CO2 emitted by a gasoline powered car.

    Of course, even less CO2 emissions will result if EVs can be charged with electricity sources from wind, hydro, or solar power.

    Usher's Stepson Kile Glover Laid To Rest In Atlanta

    <P>Family and friends gathered privately in Atlanta on Friday (July 27) to lay to rest young Kile Glover, <a href="http://www.mtv.com/music/artist/usher/artist.jhtml">Usher Raymond</a>'s 11-year old stepson, who died from injuries suffered in a tragic <a href="/news/articles/1689206/ushers-stepson-declared-brain-dead-after-jet-ski-accident.jhtml">Jet Ski accident</a> earlier this month.</P><P>Glover was the son of Usher's ex-wife, Tameka Foster, and Atlanta TV executive Ryan Glover. He was struck by a Jet Ski while floating in an inner tube on Atlanta's Lake Lanier on July 6.</P><P>There was no fanfare outside the Wieuca Road Baptist Church on Peachtree Road where the funeral was held, but inside, the Glover, Foster and Raymond families received tremendous amounts of support from many esteemed members of Atlanta's music and political communities. Ludacris, Jazze Pha and Phaedra Parks from "The Real Housewives of Atlanta" were just some of the celebrities in attendance. The hour-long service began at 11 a.m.</P><P>Young Kile was airlifted to Children's Healthcare of Atlanta, where doctors subsequently pronounced him brain-dead. "We know God's in control, and are leaning on our faith in Him and His word at this most difficult time," the family told CNN in a statement. "We firmly believe in the power of prayer and ask that you all continue to pray and lift Kile up, as it's the best way we can all support him now."</P><P>Glover passed away on July 21 after being removed from <a href="/news/articles/1690157/usher-stepson-kile-glover-taken-off-life-support.jhtml">life support</a>.</P><P>Atlanta radio personality and Cash Money record artist DJ Greg Street sent out a tweet immediately after hearing the news of Glover's death, expressing his support for the family.     Which ?Market-Based? Education Reform? ? The League of ...

    After I finished college, I went to teach first grade at a charter school in Crown Heights, Brooklyn, so I have complicated, conflicted views on education reform that are at once?personal and political.?Nothing bothers me so much as attempts to reduce these serious policy debates to a fight over pejorative rhetorical categories. As I?ve written before, this is a recipe for a pathetic, embarrassing stasis that serves none of the relevant stakeholders.

    But here?s Elizabeth Stokes, at the Roosevelt Institute?s Next New Deal, making precisely just that sort of argument:

    Market-based school reform is focused on the idea that by structuring schools like business enterprises, we can inject them with stereotypical private sector virtues like innovation and efficiency. According to this view, this is sorely needed because ?traditional? public schools are supposedly ineffective. By removing barriers to entry for different types of educational organizations, market-based reformers believe we can incorporate some healthy competition into the state-run system and overcome drawbacks allegedly caused by the state?s monopoly control. This approach positions parents and students as consumers of education, free to choose which types of schools best meet their individual needs and preferences. The rhetoric of ?choice? implies that marketization will enhance liberty as well as efficiency.

    Stokes goes on to chronicle a number of supposedly ?market-based? education policies that undercut public self-governance:

    Efficiency considerations aside, the real problem with championing marketized models in education and other areas is the damage it does to democracy. We should not be upholding a model based on turning citizens into consumers. Democratic citizenship does not simply involve an individual?s choice from a platter of options. Rather, it requires?active participation?in?collective decisionmaking.

    To sum up: Stokes claims that the ?market-based? approach to education is antithetical to democratic ideals, especially local, participatory discourse. There are a few problems with her argument.?

    One first (and simple) point: the CREDO study that Stokes cites in her article is far, far less conclusive than she?s realized. She snags one stat and moves on:

    First, despite the grand intentions behind marketized programs, they do not get better results on average than traditional public schools.?A?study?conducted by the Center for Research on Education Outcomes (CREDO) at Stanford University found that 17 percent of charter schools reported academic gains that were significantly better than traditional public schools, 46 percent showed no difference from public schools, and 37 percent were significantly worse.

    Boom! Charter schools are always a bad idea! School choice doesn?t work!

    But this casual aside misrepresents the data by treating it only at the level of national aggregation. See, the study also says that charter school performance varies widely by state: ?Differences across states in their charter school policies help to explain part of the observed?differences in student results.? The study doesn?t show that charters ?do not get better results??it shows that badly designed charter school policies don?t work as well as better ones. For example, a later CREDO study found that New York charter schools?were much more successful than traditional public schools. In addition, if you?ve read the original study, you know that it showed that students at traditional public schools outperform their peers at charters only for?their first year. In years two and three, charter students outperform traditional students. Here?s a critical paragraph from page 32 explaining why this is so, and why it?s good news for charter schools? future (emphasis added):

    Because the number of students attending charter schools grows each year, the experience of?charter school students reflected in each state?s data is skewed toward first-year charter?students. More than half of the records in this analysis capture the first year of charter school?experience. Given the improvement trends shown in Figure 10, the overall charter school effects?would be expected to improve if the same cohort were followed for additional years.?

    In other words, the data on charter schools suggest that students who remain at charter schools over a period of time actually outperform students at traditional public schools. The nationally aggregated averages are distorted by the skewed sample set?something noted by the CREDO researchers. Stokes? one-off reference to the CREDO data is dodgy at best and misleading at worst.

    Next: it?s disingenuous to lump all charter schools backers as ?market-based? reformers in Stokes? narrow sense. It?s one thing to push for school choice as part of a cynical attempt to convert public education into ?corporate franchises? and quite another to push for school choice in order to provide dramatically better education for the nation?s underserved students?(By the way, it?s a?huge?failing by the Left that people with the latter goal often find it more congenial to partner with conservatives than progressives.). In other words, if you can?t tell the difference between Scott Walker and?KIPP, you?re ideologically blinded.

    It?s simply wrong to charge all charter school supporters with the intention of reducing parents (or students) to market consumers. Many support charters because they offer freedom from the extraordinarily restrictive, unhelpful rules in teacher contracts and district rules. For these parents and teachers, charter school support has nothing to do with educational ?markets??and everything to do with making an immediate difference in students? lives. That was certainly true for me when I taught in Brooklyn, and it?s doubly true?now that I have a child of my own.

    The most problematic part of Stokes? argument, however, is the amorphousness of what she?s terming ?market-based? reform. Whatever it is, such a reform project isn?t necessarily pro- or anti-school choice. Sure, in a certain way, school choice establishes a market for parents and students. But it?s?not evident that all of the broader education reform arguments correspond to that distinction?it actually obscures more than it helps. In fact, there are major trends in education policy that suggest that the push for school choice is better understood as a grassroots movement?not a corporate campaign.

    Here?s an obvious example: the forces arrayed against charters and school choice almost always oppose so-called ?Parent Trigger? laws. These laws allow a majority of parents to petition for their students? school to be closed when they believe that it is broken beyond repair. They allow parents, in other words, to organize, debate, come together, and actively participate in collective decisionmaking regarding their community schools. Surely that sort of grassroots empowerment would be congenial to the opponents of ?market-based? reform? Well?American Federation of Teachers head Randi Weingarten?loathes ?market-based? reform but still stringently?opposes empowering parents with Parent Trigger laws. Does this make her an occasional ?market-based? reformer??Of course not.

    This isn?t a logically determinative line of argument?nor is it meant to be. It?s only intended to illustrate that it?s unhelpful to reduce education policy to ?market-based? reformers vs. the democratic public. It attempts to impose a philosophical?and ideological?fault line on policy debates where it doesn?t exist. Approaching arguments through that lens doesn?t advance them in the least?vilification without precision rarely does. It?s worth noting that Parent Trigger laws are only one example of related education policy arguments that don?t correspond. Here?s another: what?s the ?market-based? approach to employing teachers who sexually abuse their students? Or: what?s the ?market-based? approach to determining the appropriate length of a school day or school year? As is the case in so many of these debates, there is no specifically ?market-based? response, because that?s rarely a motivating policy consideration. It?s a distraction to frame the discussion in that way. The relevant question (obviously): what?s best for the students involved?

    In other words, there?s nothing actually inconsistent with Weingarten?s position, if we understand her as an actor motivated by protecting existing teacher privileges. Same goes for Stokes?if she happens to share Weingarten?s views in this particular instance. There?s only a problem if Stokes or Weingarten ask us to oppose grassroots education reform while they extol it. There?s only a problem if they want to indict charter schools as un-democratic while simultaneously opposing parental involvement when it doesn?t suit them.

    Here?s the kicker: there?s nothing?actually?or?inherently??market-based? about school choice.?Charter opponents are free to support participatory grassroots education policies when they?d like and oppose them when they?d like?but they?can?t pretend that they present a clean, distinct philosophical alternative to the supposedly ?market-based? reformers with whom they disagree.

    Apple's Q3 results fall below expectations as 'customers delay buying iPhone'

    London, July 25 (ANI): Tech giant Apple's third-quarter results fell short of Wall Street's expectations as sales of the iPhone plunged, according to a report.

    Shares in Apple tumbled six percent in extended trading in New York.

    Although Apple's profits climbed 21percent to 8.8 billion dollars in the last quarter, that was 1billion dollars less than had been forecast.

    According to the Telegraph, a much steeper drop in sales of the iPhone, the company's flagship product, was largely to blame.

    The firm sold 26million handsets in the quarter, compared with an expectation of 28million and the 35.1million phones it sold in the second quarter of its financial year, the report said.

    According to the paper, echoing the view of many outside, Apple's chief executive Tim Cook said that some customers will have delayed buying a new phone in anticipation of the next iPhone, which is expected to be launched in October.

    "I think there is a lot of speculation out there. The speculation explains a 'reasonable amount' of the drop," the paper quoted him, as saying. (ANI)

    Senate ready for symbolic showdown on tax cuts

    WASHINGTON (AP) ? The Senate is bracing for a tax-cut showdown that is all about Democrats and Republicans showing voters their differences over taxing the well-off while accusing each other of threatening to shove the government over a fiscal cliff.

    Senators planned to vote Wednesday on a $250 billion Democratic bill that would extend expiring tax cuts next year for all but the highest earners. Democrats will need 60 votes to advance the proposal, which they do not have.

    It seemed unlikely that senators also would vote on a rival GOP plan that includes the best-off Americans in the tax reductions, a measure that was destined to lose.

    House Speaker John Boehner, R-Ohio, was ready to push legislation through his chamber next week that closely mirrors the Senate GOP measure. Republicans there introduced their bill on Tuesday, accompanied by another measure designed to speed work next year on legislation overhauling the entire tax code.

    The clash in the Senate underscored how little the partisan tax-cutting duel had to do with actually passing a law this year. If anything, it highlighted how entrenched both parties' views were.

    "Democrats will simply never agree we should hand out more tax breaks to the richest 2 percent of Americans while this economy is in the situation it's in now," said Senate Majority Leader Harry Reid of Nevada, sponsor of the Democratic bill.

    "Our friends on the other side are practicing what could best be described as 'Thelma & Louise' economics," Senate Minority Leader Mitch McConnell, R-Ky., said.

    "Let's just march the whole country right off the cliff and see how that works out," McConnell said, referring to the movie's memorable climax.

    If the two sides don't compromise, a massive $600 billion in tax increases and spending cuts for 2013 would be triggered automatically in January ? the so-called fiscal cliff, which analysts say would jar the already weak economy.

    Mostly following President Barack Obama's proposal, the Democratic bill would continue Bush-era tax cuts for everyone except individuals making at least $200,000 yearly and couples earning more than $250,000.

    Those taxpayers would face top rates of 36 percent and 39.6 percent, respectively, instead of today's 33 percent and 35 percent. That would mean higher taxes for 2.5 million households, or 2 percent of all 140.5 million tax returns, according to 2009 data from the Internal Revenue Service.

    Democrats say levies on the wealthy should rise because all income groups should contribute to deficit reduction. Republicans say those tax increases would burden the owners of many companies, leaving them less money to create jobs.

    The Democratic bill also would let the top estate tax rate grow to 55 percent next year, with only the first $1 million in an estate's value exempted. That's an uncomfortable move for Democratic senators from farming and high-cost states.

    Republicans would renew today's milder 35 percent top rate, exempting the first $5.12 million. Congress' nonpartisan Joint Committee on Taxation says the lower Democratic threshold would affect the owners of 46,700 estates projected to die next year ? a tiny percentage of Americans, but far more than the 3,600 who would be exposed under the GOP's terms.

    Democrats would impose top tax rates next year of 20 percent on dividends and capital gains, two sources of income enjoyed disproportionately by the wealthy. The GOP top rate would be 15 percent.

    The GOP bill ignores some tax reductions for low- and middle-income families that Democrats want to extend.

    These include the American opportunity tax credit, worth up to $2,500 to cover college expenses; language making the earned income tax credit more generous for large working families and some married working couples; and a boost in the tax refunds some families get under the child tax credit.

    All were part of Obama's 2009 stimulus bill, which Democrats say were meant to be permanent but Republicans say were only a short-term response to the recession.

    Combined, those Democratic provisions would provide tax breaks averaging $1,000 to 25 million families, according to Treasury Department figures distributed by the White House.

    Republicans also proposed bigger tax write-offs than Democrats did for small businesses taking deductions for the costs of buying some equipment.
